Application by First Mutual Properties for a substantive development agreement amendment to increase the overall unit count and surface parking volume, and amend permitted uses and site design requirements contained in the existing development agreement.
Proposal
The applicant is requesting to amend the existing development agreement for the lands, with an increase to the unit count, surface parking volume, and amended permitted uses.
The major aspects of the proposal are as follows:
- Increase the permitted unit count by 30 units, from 154 to 184 residential units.
- Increase the proposed volume of surface parking on the development site by 47 spaces.
- Amend building design requirements to add PVC cladding, and require fewer cladding materials.
- Amend permitted commercial uses and the terms respecting commercial hours.
- There is no proposed increase in building height or volume.
This application is being considered under policy contained in the Sackville Secondary Municipal Planning Strategy. The development plans (provided below) outline the development proposal in detail, and include information related to the project rationale, traffic impact, servicing, and revised site/building plans.
Process
The application will be considered under the Development Agreement process.
Status
Currently this application is at the team review stage of the process where the request is reviewed by internal municipal staff as well as external agencies.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at 5251 Duke Street, Halifax, Suite 300.
