Application from DesignPoint Engineering & Surveying Ltd. requesting to enter into a Development Agreement to allow for a Mobile Home Park at 3575 Old Guysborough Road for a maximum of up to 100 units.

The applicant is requesting to enter into a Development Agreement at 3575 Old Guysborough Road (PID 41396623) to construct a new mobile home park of 100 units. Policy MU-3 in the Musquodoboit Valley/Dutch Settlement Municipal Planning Strategy states that Council may consider permitting mobile home parks through the provisions of a development agreement, which this application is being considered under. The major aspects of the proposal are as follows:

  • Phase 1: Development of 77 modular residential units;
  • Phase 2: Development of 23 additional modular residential units, subject to confirmation of groundwater availability through a Level 2 groundwater Assessment;
  • Access via private driveway from Old Guysborough Road; and
  • Proposed common parking spaces and proposed parkland area with trail.

The Development Plans (provided below) outline the development proposal in detail, and include information related to the project rationale, traffic impact, landscaping, stormwater and groundwater.

Process

The application will be considered under the Development Agreement process.

Status

Staff have completed their initial review of the proposed development. The application is now moving into the Public Engagement phase. A public open house will be held on Wednesday, July 29, 2026, from 6 p.m to 8 p.m. at the municipality's fire station #47, 2040 Old Guysborough Rd, Goffs, NS B2T 1B9. All members of the public are welcome to participate in discussions with the planners and developer and provide feedback and questions regarding the proposed development to help guide the planning process moving forward. A mail out will be created to notify the members of the public in the direct vicinity of the proposed sites. Following the completion of the public engagement phase, a staff report will be created to capture all details collected during public engagement, to be considered by Community Council.
