Public engagement period ended June 17, 2026 and staff will now begin drafting the development agreement and staff report.
Request
Sunrose Land Use Consulting, on behalf of property owners, is requesting to enter into a development agreement to allow for the addition of two units in each of three existing four-unit residential buildings.
Proposal
The proposal consists of interior alterations to three existing four-unit residential buildings to allow for two additional units in each building. Currently, the three buildings have four units for a total of 12 units. The proposal seeks to add two additional units to each building by renovating the basements. This would result in each building containing six units for a total of 18 units overall.
The Development Plans (provided below) outline the development proposal in detail, and include information related to the project rationale, existing building siting, traffic impact, sanitary flow, and proposed basement renovations.
Process
The application will be considered under the Development Agreement process.
Status
Currently this application is at the public engagement stage of the process. We are accepting and encouraging feedback from the public on this application to be included in material for Community Council review and decision making. Please contact the planner noted below to provide any comments.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at 5251 Duke Street, Halifax, Suite 300.
