WM Fares, on behalf of the property owner, is requesting to enter into a new development agreement to permit a 3-storey apartment building containing 47 units.

The major aspects of the proposal are as follows:

  • 3-storey apartment building with 47 units
  • Underground vehicle parking spaces accessed via Tidewinds Lane
  • Four above ground vehicle parking at rear of building
  • Property accessed via Tidewinds Lane, a private road
  • Lot coverage is 28.9%

The proposal is being considered under Policy COM-12 of the Eastern Passage/Cow Bay Municipal Planning Strategy. The policy requires an apartment building with more than 12 dwelling units to be considered by development agreement.

The Development Plans (provided below) outline the development proposal in detail, and include information related to the project rationale, site plan, elevation drawings, traffic impact, and preliminary stormwater management.

Process

The application will be considered under the Development Agreement process. 

Status

Public engagement for this application was completed on June 26, 2026. You can find the ‘What We Heard’ engagement summary below listed as Attachment G. Comments from the public have been received and further review of the proposal by municipal planning staff is ongoing. Next steps involve staff drafting a report for consideration by Harbour East – Marine Drive Community Council.
